Hongkong telegram to Colonial Office of

August 16th:

Extradition.

While Secretary of state for Colonies considers

that agae arrangement should be ande whereby extra-

dition of Chinese criminals to Ganton or elsewhere

in China may be effected, he is not satisfied that

this emunat be done under existing law. He there-

fore proposes to arrange with the Governor to nave

the matter tested in the Court and, if the Courts

decide that extradition is not possible, to authorise

proposed amendment of the law.
